Dimock Twp. lively on election eve

The Dimock Township Supervisors discussed the proposed Shields compressor station, a road work agreement withSpringvilleTownship, and recent storm water damage to local roads and bridges during their Monday meeting.

Three of the candidates for the two open supervisor seats attended the meeting.

The Susquehanna County Planning Commission has approved the plans for the Shields compressor station, which would serve the Laser Northeast Gathering Company line, supervisor Paul Jennings said.

He later noted that a public meeting on the proposed Shields compressor station is on Dec. 6 at7 p.m.atMontroseAreaHigh School.

Jenningssaid that an existing road will be used to access the site, and there is no need for a driveway permit, which is the only permit that would be needed from the municipality.

He asked if any of those attending had objections to another compressor station in the township. “I don’t know whether we’d want to stop it…What’s the consensus in the room?”

No one voiced an objection.

Kevin Mitchell, write-in candidate for Dimock supervisor, asked, “What about noise? Will that be a problem?”

Ron Teel, who lives near an operating compressor station, was asked about the noise, and said it was noisy, and a neighbor agreed.

When asked if the compressor station for the Teel wells has had sound barriers or other noise mitigation installed, Teel said he didn’t think there was anything.

Jenningssaid that more notices will be arriving before work commences, and the subject would come up again at later meetings.

Gerald Ellis reported on the road damage during recent storms, and said that there was some, and that “we took care of it.” The problem was that FEMA said that some of the work should have had requests for permits submitted prior to the work being done. Each hurricane or storm is being handled seperately, and the township is working with FEMA to straighten out the paperwork.

Ellis informed the residents that a road agreement had been worked out with the Springville Township Supervisors.

Springville road workers would take on the entire length of Teel Hill Road, part of which is in Dimock, and will also do Wilbur Road and part of Gobbler’s Knob down to SR 2015. In exchange, the Dimock road workers would do the remainder ofHunsinger RoadandFitch Hill Roadafter they cross the township line into Springville.

The supervisors asked if anyone still had issues with potholes. One resident said thatMeshoppen Creek Roadhad been worked over earlier, but that the potholes had “returned with a vengeance.”

Supervisor Matt Neenan said he would take a look at that road.

At the October meeting, Justin Sprout from the Montrose Borough Police Department spoke about the possible benefits and costs of having the township patrolled by Montrose police officers.

Jenningsasked if anyone felt that Dimock needed police patrols at this point. He said that one female resident had inquired about police patrols earlier in the year.

Several visitors commented that now was not the time to pay for increased police presence, that criminal activity was not a problem yet, and that other township residents would not feel that it was worth additional expense.

The supervisors concluded that they would revisit the issue after they reorganize in 2012.

The supervisors told those in attendance to review the new flood insurance rate maps if they live in or near a flood zone, and that the deadline is approaching to report storm damage.

A meeting was held on Oct. 7 to adopt a new EIT Ordinance required by Act 32.

A township employee at the October meeting asked that PennDOT be requested not to use the township building driveway entrance to pull over trucks for inspections. He said, “It causes delays for those working for the township if they have to get in the garage or load/unload.” Previous state police truck stops have filled the township parking lot, the church lot across the street, and the post office parting lot at the Dimock intersection. There is usually another inspection stop further up the road towardElkLakeat the same times.

The supervisors agreed on a $50 reimbursement for township officials who attend the county convention. Paul Jennings said that he and Esther Rayias have attended previously.
