Commissioners fill open jobs at county jail

Resignations, transfers and the hiring of new corrections officers at the county jail dominated the commissioners’ business meeting agenda on Wednesday, Sept. 12.

Three full-time corrections officers resigned from their positions; and four part-time COs transferred into those slots.

The commissioners also approved the hiring of five new part-time corrections officers.

School Resource Officers

The commissioners approved a Memorandum of Understanding between the county and the Elk Lake School District establishing procedures for the School Resource Officer.

The resignation of Mark Mulvey from the position of county detective/school resource officer for the Forest City Regional School District, effective Aug. 31, was acknowledged by the commissioners.

Mulvey also resigned from the position of County Task Force Detective.

Courthouse Renovation Project

The county is looking to revamp curbing on Lake Avenue by the courthouse in order to make the entrance more handicap accessible.

An agreement with Greenman-Pedersen Inc. was approved for surveying and engineering service for the project at a cost of $4,900.

The commissioners approved a change order with C&D Waterproofing for the clock tower project in the amount of $46,464, for the installation of attic lighting, roof floodlights, branch circuitry, power feed, complete roof ice and gutter de-ice system, and roof penetration flashing.

Commissioner Alan Hall said that currently there is no lighting in the courthouse attic. The addition of the lighting there is for the safety of maintenance department employees that could be working in that area of the building on projects or repairs in the future.

The county also entered an agreement with Greenman-Pedersen Inc., of Scranton, for survey and engineering services for a roof replacement project at the Susquehanna County Correctional Facility at a cost of $22,100.

The bid for the partial roof replacement project at the county office building was awarded to C&D Waterproofing for an amount of $78,441.

The county is also advertising for bids for the sale of an Energy Dynamics Power Systems Generator, model number 432S1268.

The agenda did not specify when bids would need to be submitted to the county for consideration.

New director at EMHR

Newly hired director of the Endless Mountains Heritage Region (EMHR) Cain Chamberlin introduced himself to the commissioners and spoke briefly about EMHR projects in Susquehanna County.

EMHR provides grants and support for heritage projects in Susquehanna, Bradford, Sullivan and Wyoming counties.

Chamberlin asked to commissioners to consider contributing some county funding to EMHR in next year’s budget; or proposed earmarking funding for projects with Act 13 revenue.

EMHR grants have supported projects around the county, including the Clifford Historical Society; Susquehanna County Historical Society; Rail-Trail Council of NEPA; and others.

Bradford, Sullivan and Wyoming counties all contribute to EMHR funding for the heritage region projects.

In other business:

The commissioners approved an exoneration request from the Tax Claim Bureau for a parcel in Liberty Twp., consisting of a trailer only. The county assessment office notified the Tax Claim Bureau on Aug. 21 that the trailer had been removed.

The commissioners ratified and acknowledged the hiring of Kaelin Payne, of Susquehanna, to the full-time position of Enforcement Specialist, in the Domestic Relations Dept., per the recommendation of President Judge Jason Legg.

The transfer of John Nagy from a part-time to full-time 911 Telecommunicator position, effective Oct. 1, was approved.

The resignation of Todd Latzko from the position of Recycling Materials Sorter, effective Sept. 6, was accepted with regret.

The termination by of Joshua Diddick from the position of Drug Task Force Detective on Aug. 24 by District Attorney Marion O’Malley was ratified and acknowledged by the commissioners.

Michael Keogh transferred from the position of IT Technician to the newly created post of Senior IT Technician, effective Sept. 13.

In addition to creating the Senior IT Technician position, the salary board also eliminated the position of IT System Administrator.

The board also approved the starting salary for the position of Assistant Domestic Relations Director of $32,000, effective Aug. 23.
