Camera catches elderly fire starter

An elderly man says he was upset with the owner and manager of a Hallstead Borough apartment building when he threw burning bags of papers at the building in three separate incidents earlier this month.

Vincent Dallessandro, 83, of Hallstead, was charged with arson and recklessly endangering another person. He was released on unsecured bail. A preliminary hearing in New Milford District Court is scheduled for Sept. 23.

Dallesandro told investigators he was upset with the building owner and manager because his security deposit was not returned after he moved out of the building.

Three separate fires at the 90 Franklin Avenue apartment building were investigated by the Pennsylvania State Police Fire Marshal Unit and members from the Gibson barracks. A dumpster fire occurred Sept. 3 in the parking lot of the building, a burning bag of papers was thrown behind a resident’s vehicle on Sept. 4, and another burning bag of papers was tossed alongside the building on Sept. 6.

According to police, Dellessandro  – who uses an electric power chair to travel through the area – was seen lighting and throwing the burning bag behind the vehicle and security cameras from a nearby bank captured him traveling toward the building when the burning bag was thrown alongside the apartment building.
