County renews labor attorney contract

County Commissioner Michael Giangrieco voted against signing an annual agreement with thePhiladelphiafirm lawyer who handles labor issues for the county.

The motion to renew the contract with attorney Scott Blissman. of Eckert, Seamans, Cherin & Mellot, LLC, passed at the Wednesday, Nov. 9 meeting with Commissioners Leon Allen and MaryAnn Warren offering up “yes” votes to the measure.

Blissman will receive a flat $50,000 paid in monthly increments of $4,166.66. Services include day-to-day counseling, reviewing disciplinary matters or investigations, contract and settlement negotiations, arbitration, reviewing and revising documents, as well as other labor and employment work.

Blissman has been acting as the county’s labor attorney since 2005. At the time Blissman was brought on board to handle labor issues, Giangrieco was serving as the county solicitor.

Actuarial services for the 2011 post-retirement benefit plan will be handled by the Hay Group, of Philadelphia. The commissioners voted to sign the agreement for the work.

The commissioners exonerated the Tax Claim Bureau from collecting taxes and removing a trailer from the repository sale list.

The trailer, in the name of Gary Hornish, at the 3 Ponds Mobile Home Park in Great Bend Twp. was exonerated by the county assessment office as gone on Aug. 31. Total amount to be exonerated is $415.70.

The county accepted a bid from Fruehan Construction, Brackney, to repair the roof on the Montrose District Court building for $4,800. Giangrieco abstained from the vote. Allen and Warren voted in favor of the bid award to Fruehan.

The commissioners appointed L. Carter Anderson and Anna Ruegner to the Library Board for a two-year term beginning Jan. 1, 2012.

The retirement of Peggy Sprout from the Register & Recorder’s office, effective Dec. 16, has been accepted with regret by County Register & Recorder Mary Evans.

The commissioners voted to ratify the measure.

Emergency Management Director Charlene Moser was named by a resolution as the applicant agent for the county for the Mitigation Plan Update.

The commissioners also proclaimed Nov. 15 as America Recycles Day inSusquehannaCounty.
