Kingsley man charged with fraud

Charges were bound over toSusquehannaCountycourt last week against a 49-year-old Kingsley man accused of reneging on home improvements he allegedly promised aBrooklynTownshipwoman.

Alexander W. Scott ofParsonage Streetwas charged with two felony counts of home improvement fraud as well as theft by deception and theft by failure to make required disposition of funds.

According to a police criminal complaint filed in Magisterial District Judge Suzanne Brainard’s courtroom, Scott had been hired in February of 2011 to make home inprovements.

They were namely the construction of a deck on the front of aBrooklynTownshipresidence and the replacement of siding on the entire house.

According to the complaint, Scott requested money to purchase siding materials and was given $5,000 on Feb. 16 for that purpose.

He was also given $1,200 onFeb. 24, 2011, the complaint says, so he could start the siding project.

Then, on May 5, Scott was allegedly given $4,000 so he could begin work on deckl construction.

Over a nine-month period the property owner discovered Scott would only work sporadically.

According to the complaint, Scott had been asked where he had ordered siding materials from and when she contacted the vendor discovered they had never been ordered.

The homeowner also discovered with the deck construction that Scott had failed to obtain appropriate building permits.

Upon further investigation the homeowner also discovered that Scott was not a registered contractor.

Scott appeared before Judge Brainard on Feb. 14 and waived his rights to a preliminary hearing.

He is to be arraigned in the Susquehanna County Court of Common Pleas on Feb. 28.

Unsecured bail was set at $10,000.
