Litigation the topic of closed door meeting

Montrose Borough Council met with Attorney Patrick Boland in executive session for nearly 40 minutes at Monday night’s meeting.

Boland is a member of the Professional Liability Department at Marshall, Dennehy, Warner, Coleman & Goggin where his legal practice focuses on municipal liability and civil rights law.

Council said it was discussing current litigation in the closed door session but did not further elaborate on the matter.

Council also discussed a March 22 complaint received from a Dimock Twp. resident. The non resident complaint had been tabled from the previous council meeting.

Councilman Sean Granahan said that contrary to a television news story that aired after the previous council meeting, the complaint had nothing to do with theJessup St.water hydrant.

Council provided a redacted complaint for the media.

In the complaint letter, aCarter Rd., Dimock Twp., resident claimed she had received phone messages from someone claiming to be a member of Montrose Borough Council.

In a phone message, the letter states, the complainant said the alleged councilperson wanted to do a one-hour interview with her.

The complainant also stated that the alleged councilperson said a return phone call was necessary in order to have the councilperson cease and desist additional calls.

Copies of the messages were provided by the complainant to council.

Granahan reminded members of council that their jurisdiction lies within the borough and to respect to sovereignty of other area municipalities.

Five people were appointed to serve on the borough’s Planning Commission: Mary Zalewski, JoAnne Leucke, Jennie Bowen, Sue Warriner and Bill Freund.

Councilman Craig Reimel said the Montrose Area Lion’s Club has offered to help the borough develop Memorial Park.

The Lions will help keep the infield of the ballfield in shape through the end of the summer in an effort to encourage more community use throughout the season.

The Lions are also looking to help the borough develop a skateboard park.

In preparation for the addition of skateboard facilities, council is looking to install a video surveillance system at the park and moved forward with that Monday night.

Council President Tom LaMont thanked the Lions Club for their interest and all the help they have provided to the borough at the park.

The Montrose Restoration Committee will receive a $350 donation from the borough for the 2012 Summer Beautification Project to be used to purchase flowers for the concrete planters located in the business district.

Council approved a request from Chocolate & Wine Festival planners for two, uniformed police officers at the May 19 event.

The Farmers’ Market was approved to use parking spaces for loading and unloading,9-10:30 a.m.and1:30-2:30 p.m.

Councilwoman Julanne Skinner received council’s approval to attend the State Association of Borough’s conference later this month. The borough will cover the registration cost and one night’s lodging for Skinner.

With the floor not opened for public comment, the meeting adjourned.
